Effects: Damage

Description of Attack: The person performing this attack summons a 5 foot tall tornado that tears anything in it's way. It can seriously hurt someone, but if someone finds a shelter to hide behind he or she will probably one take minimal damage.

Effective is it?: Does 17 damage if it hits.
